Consultation on the 2019/20  IRMP Draft Action Plan action 2.1 ‘to provide an additional fire station in Rugby in line with our asset management plan'.

A Rugby South fire station would allow us to relocate one of our fire appliances and crew from the CorporationStreet fire station to deal with the increased attendance time issue that will be created by the new housing development.

There were 165 responses to the consultation exercise.

Meeting the fire service emergency response standard was considered important by almost all (97%) respondents

The majority of respondents supported the plan to provide a new fire station, however there was less enthusiasm for the splitting of resources between the new and existing fire station.

Additional concerns were expressed that the centre and north of Rugby may be adversely affected by moving resources.

The feedback  from the Rugby fire station  consultation  was analysed and a report was considered by Cabinet on 12.09.2019.

The outcome of the meeting was that the 2019/20 IRMP draft action plan, which contained the proposal to provide the new fire station  was approved  and will now be progressed.

Overview

Provide an additional fire station in Rugby in line with the Warwickshire Fire and Rescue Service ( WFRS) Asset Management Plan

Development in the South West Rugby area will see significant employment provision, as well as several thousand new homes, built in the coming years. These developments will increase both the population and geographical area we serve from our existing fire station location which means it is likely we will see a decline in performance against our emergency response standard.

Our response standard is to get a fire engine to a life risk incident anywhere in the County within 10 mins on 75% of occasions. The additional homes within the new development are likely to lead to increased response times for up to 5000 homes and the road network in the vicinity.

The development of the South West Rugby area will also see additional traffic on the road network within the town. Effectively, this would further slow the response of our fire engines at peak times from the Corporation Street fire station, which is located at the northern side of the town centre

Why your views matter

Plans for a new fire station, which we propose should be located on Symmetry Park, north of the A45/M45 roundabout, and adjacent to the B4429 Coventry Road, have been incorporated into the Rugby Borough Infrastructure Delivery Plan (this document can be downloaded using the link at the bottom of this page).

We think it is necessary to provide a new fire station location, and relocate a fire engine and crew from the existing town centre fire station so that our emergency response standard can be achieved for the additional incidents that will occur across the new development and its arterial roads. Relocating staff would also allow us to effectively deliver prevention and protection activities to the new housing and commercial premises.

If approved the planned timescale for the fire station to be opened and operational is 2022.

This proposal will still leave a fire engine and crew at the existing fire station in Corporation Street. However, our longer term plan is that Rugby would be served by two fire stations each with a fire engine and crew; one at the Symmetry Park site to the south West of Rugby (which we are proposing in this consultation), and another new fire station site to the north of Rugby (location yet to be determined). Any future proposal for a new site to the north of Rugby would be subject to a separate consultation process.
