The draft Warwickshire Local Cycling and Walking Infrastructure Plan (LCWIP) was consulted upon for eight weeks from 17/06/2022 until 14/8/2022.  The consultation was open to all interested parties.

This followed an earlier survey in Summer 2021 which asked people for ideas and specific locations for new or improved walking and cycling facilities.

You said

The consultation successfully engaged with a wide range of people, reflecting the views of residents and organisations from across the county.

A total of 1031 people responded to the online survey, demonstrating the high level of public interest in active travel in Warwickshire, and ensuring that the LCWIP is based on a good understanding of local viewpoints.

  • There was a high level of agreement with aims and proposals.
  • The majority of respondents stated that they would walk and/or cycle more should the routes be delivered as outlined in the plans.

People welcomed the opportunity to comment in detail about the infrastructure plans.

We did

The feedback from the LCWIP consultation (online survey as well as face-to-face meetings and email responses) endorsed the overall approach set out in the draft LCWIP but also provided very specific comments on the text in the documents and the schemes proposed in the network plans.  This feedback has informed the development of the final LCWIP.

The Warwickshire LCWIP was approved by Cabinet in February 2024.  To read all the LCWIP documents considered at Cabinet please click here.

The Warwickshire LCWIP now supports the development and delivery of a pipeline of walking, wheeling and cycling schemes and guiding of investment opportunities over a 10-year period.  There will be an annual review of the LCWIP schemes.

Thank you to everyone who shared their views with us at the drop-in sessions and webinar, sent in emails and completed the online survey. Over 1,000 comments and suggestions have been reviewed in the preparation of an updated version of the Local Cycling and Walking Infrastructure Plan.

A consultation report and revised LCWIP will be taken to the County Council's Cabinet on 15 February 2024. The agenda and papers for this meeting will be published a week before. Click on this link to view the agenda and papers when available.

Overview

Warwickshire County Council is preparing a Local Cycling and Walking Infrastructure Plan (LCWIP) and we want you to tell us what you think about the draft Warwickshire LCWIP.

An LCWIP is an evidence-based report which sets out a programme of prioritised improvements to enable more walking and cycling for everyday journeys.

Walking and cycling are ideal modes of transport for short local trips, and convenient options for regular exercise. They are low-cost, accessible, healthy, environmentally friendly and efficient. Encouraging more walking and cycling will help Warwickshire County Council achieve its ambition of making Warwickshire the best it can be by contributing to a thriving economy, helping people to live safely, healthily, and happily, and building a sustainable future.

Producing an LCWIP will enable the County Council and partners to:

  • Demonstrate a clear commitment to walking and cycling by identifying and prioritising infrastructure improvements.
  • Build on previous improvements to walking and cycling infrastructure.
  • Respond to demand from local communities for better facilities.
  • Provide high quality infrastructure to meet the demands of a growing population.
  • Ensure that consideration is given to cycling and walking within both local planning and transport policies and strategies.
  • Make the case for future funding for walking and cycling infrastructure, including Active Travel funding from the Department for Transport and developer contributions.

We have prepared the draft Warwickshire LCWIP using Department for Transport guidance. It builds on our current programme of safe and active travel initiatives and previous work, including the County Council’s Overview and Scrutiny Task and Finish Group review of cycling infrastructure. It also responds to feedback and input from local communities, including a survey carried out in 2021 which asked people for ideas for new or improved walking and cycling facilities. The draft LCWIP is a lengthy document. To help you navigate the document it has been split into the three sections.

  • Part 1 – Introduction. The introduction sets out the background, methodology and extent of Warwickshire’s LCWIP.
  • Part 2 – Network plans. This section sets out our proposed network plans for walking and cycling in Warwickshire and provides the evidence and information we have used to develop these. We have produced a Part 2 document for each of the five districts and boroughs in Warwickshire.
  • Part 3 – Implementation. The implementation section provides a prioritised list of cycling schemes, along with an explanation of the methodology we have used to prepare these.

Reading the full draft will help you complete this survey.  However, to help you respond to the questions we have provided summary information in the survey and links to the relevant sections of the LCWIP where you can find more detail.

We are running a series of face-to-face events and an online information event where you can find out more about the proposals and ask any questions you may have. Details about these events are provided at the bottom of the page.

An online presentation and question and answer session was held on on Thursday 21st July at 7pm. Recordings of this are available to download and view at the bottom of this webpage.

Please note

The LCWIP covers the whole of Warwickshire and includes detailed infrastructure plans. To give you an opportunity to comment on all aspects, this survey asks about a lot of areas. If you choose to answer all the questions it will take you time to complete. However, you will be able to choose which questions you answer so you do not have to answer everything if you don't want to.

What happens next
