Nuneaton Town Centre Access and Movement Engagement Survey

Starting on November 18th, 2024, Warwickshire County Council launched a four-week public engagement to present proposals aimed at improving access and movement in Nuneaton town centre. These proposals build on the ongoing town centre redevelopment and supporting highway infrastructure under the Transforming Nuneaton Programme.
The public engagement included drop-in sessions in Nuneaton town centre, the online Ask Warwickshire survey, meetings with key stakeholders such as businesses and council members, and an exhibition of the proposals at Nuneaton Library.
The objectives of the Nuneaton Town Centre Access and Movement proposals are to:
- Make it more convenient to travel to the town centre by bus,
- Improve connectivity for cyclists and enhance the environment for pedestrians,
- Improve accessibility for Blue Badge holders and taxi users,
- Manage movements of deliveries made to businesses,
- Provide better information on parking availability, and
- Create a more attractive and enjoyable town centre
The target audience for this public engagement included town centre users, business owners, and residents.
You said
During the public engagement drop-in sessions held in the town centre, Warwickshire County Council (WCC) officers distributed over 350 leaflets to members of the public who stopped to engage with us.
The Ask Warwickshire online engagement survey garnered good interest. Most responses came from residents of Nuneaton, with additional input from visitors using the town centre's services and facilities. Several businesses and organisations also provided formal responses to the survey.
In terms of respondent demographics, there were fewer responses from individuals aged 16-50 compared to the overall age distribution in Nuneaton and Bedworth Borough. Conversely, there was a higher percentage of responses from those aged 50-74.
Most minority ethnic groups were underrepresented in the survey. Notably, there was a high number of responses from individuals identifying as having a disability, long-term health condition, or learning difference, which was particularly high compared to the borough's general population. This may have been influenced by the large number of responses from those aged 65-74.
Overall, there was strong support for the objectives, with respondents more likely to agree or strongly agree with the scheme's objectives than to disagree or strongly disagree. The objectives with the highest level of support (shown by the proportion of respondents who strongly agreed or agreed) were:
- Creating a more attractive town centre and pleasant space (88%)
- Enhancing environment for pedestrians (85%)
- Improving information on parking provision (72%)
Respondents were asked for their views on several proposals for the town centre, focusing on: (1) Bus improvements; (2) Cars, taxis and delivery vehicles; (3) Pedestrians and cyclists and (4) Paving, landscaping and street furniture.
The proposals with the highest proportion of agreement related to ‘Paving, landscaping and street furniture’, although all proposals received a significantly higher number of respondents supporting rather than opposing them. Several comments were received in relation to the proposals. These comments will be reviewed and used to inform the decision on whether to take the proposals forward.
Feedback from the drop-in sessions indicated strong support for general improvements within the town centre. However, there were significant concerns about cyclists' anti-social behaviour and the need for convenient short stay parking.

WCC officers will arrange a meeting with council members after the County Council elections in May to discuss and agree on actions and next steps.
In the meantime, officers will explore measures that could be implemented in the short to medium term, based on availability of funding. In addition, measures classified as long-term aspirations have also been recorded.
Overview
Warwickshire County Council is sharing proposals to improve access and movement in Nuneaton town centre.
The proposals complement the work brought forward through the Transforming Nuneaton Programme to improve the town centre through redevelopment and supporting highway infrastructure.
The objectives of the Nuneaton Town Centre Access and Movement Proposals are to:
- Make it more convenient to travel to the town centre by bus
- Improve connectivity for cyclists and enhance the environment for pedestrians
- Improve accessibility for Blue Badge holders and people using taxis
- Manage deliveries made to and by businesses
- Improve information on parking provision in the town
- Create a more attractive town centre and pleasant space for people to enjoy
The key elements of the proposals are:
- Bus Improvements
- To open up Abbey Street and Harefield Road for buses going into the bus station. Buses to exit the bus station onto the A444 Newton Road as currently in place.
- To upgrade the junction of Abbey Street and the Ringway to allow bus access into the town centre whilst installing new access restrictions at the ends of Abbey Road and Harefield Road to restrict access to bus only.
- New bus stops introduced to serve Grayson Place and the town centre.
- Existing bus stops on the Ringway to be upgraded with new shelters, lighting, benches and real-time information displays.
- Cars, Taxis and Delivery Vehicles
- To bring taxis closer to the town centre by providing a formal taxi bay on Newdegate Street (evening only).
- Blue Badge Holder parking to be located on the edge of the pedestrian zone to provide convenient access.
- Dedicated parking for delivery drivers to be provided to enable convenient access to take-away food outlets.
- No stopping restrictions are proposed along Dugdale Street to prevent on-street parking and enable lorries to manoeuvre more easily.
- Variable Message Signs (VMS) are proposed to be located around the ringway to display available parking spaces in town centre car parks.
- Pedestrians and Cyclists
- To remove unpermitted vehicles within the pedestrianised zone.
- Cycling to be permitted within pedestrian zone along Abbey Street, Newdegate Street and Coventry Street.
- New secure cycle parking to be installed at key central locations.
- New crossing points to be provided across the Ringway for pedestrians and cyclists.
- Paving, Landscaping and Street Furniture
- To provide features such as trees, shrubs and plants that could be included in the design to improve the appearance of the streets. These could be provided as permanent features or as temporary features such as planters or hanging baskets which can be moved when required.
- To lay new paving within the pedestrian zone in order to improve the appearance of the town centre.
- To provide bright, modern lighting to ensure the town centre remains well lit during dark evenings.
- To provide attractive street furniture, in keeping with the plants and landscaping design, to make the town centre fresh and inviting.
